National Tsing Hua University Policy on Energy-efficient Buildings and Renovations
THE Impact Rankings Indicator: 7.2.1 Energy-efficient Renovation and Building
1. Policy Objectives
National Tsing Hua University (NTHU) is committed to developing a sustainable campus through energy-efficient buildings, green building practices, and continuous improvements to existing facilities.
In accordance with its Environmental Protection and Occupational Safety and Health Policy and applicable public construction regulations, the university incorporates energy efficiency, resource conservation, and environmentally responsible design into the planning of new construction and renovation projects.
Through project management, green building assessment, and ongoing improvements, NTHU aims to reduce building energy consumption and greenhouse gas emissions while enhancing indoor environmental quality, occupant health, and comfort.
2. Policy Framework and Green Building Standards
NTHU promotes energy-efficient buildings and renovations through the following policies and standards:
- Environmental Protection and Occupational Safety and Health Policy: Since 2009, NTHU has promoted sustainable campus management through its environmental protection and occupational safety governance mechanisms. The university continues to review its environmental policies and integrate energy management, resource conservation, and environmental protection into campus operations.
- Public Construction Regulations: New construction and renovation projects follow applicable government requirements for public construction planning, budget review, and building management. Energy efficiency and environmental sustainability are considered during project planning and review.
- Taiwan's EEWH Green Building Assessment System: NTHU uses the EEWH framework as an important reference for green building development. The system covers nine indicators: biodiversity, greenery, soil water retention, daily energy saving, CO₂ reduction, waste reduction, indoor environmental quality, water resources, and sewage and waste improvement.
- International Green Building Frameworks: The university also draws on international approaches, including BREEAM, LEED, and GBTool, to inform its understanding of sustainable building design and energy performance.
3. Energy Efficiency Management for New Construction and Renovations
3.1 Planning and Design
NTHU considers energy efficiency, environmental impacts, and building life-cycle performance during the planning and design of new construction and renovation projects.
The university promotes energy-efficient systems, low-carbon materials, and sustainable building design to reduce energy demand during building operations while maintaining indoor environmental quality and occupant comfort.
3.2 Project Review
Campus construction projects undergo applicable government and university planning, review, and management procedures.
Energy efficiency, resource utilization, and environmental sustainability are incorporated into project evaluation considerations to support the integration of building performance objectives into construction planning.
3.3 Construction and Facility Improvements
NTHU promotes energy efficiency improvements, the adoption of energy-saving equipment, construction waste reduction, and responsible resource use during construction and facility upgrades.
For existing buildings, equipment replacement and energy efficiency improvements help reduce operational energy consumption and improve the long-term performance of campus facilities.
3.4 Energy Management and Continuous Improvement
The university continues to strengthen campus energy management through energy-use reviews, facility improvements, and sustainability performance monitoring.
Relevant initiatives and outcomes are incorporated into sustainable campus management and annual sustainability reporting to inform future building energy efficiency improvements and carbon reduction planning.
4. Green Building Achievements
NTHU has a long-standing commitment to green building development, integrating environmentally responsible design and energy efficiency into campus planning.
According to the 2026 NTHU Sustainable Development Annual Report, the university has completed ten green buildings over the past two decades, with an additional five green buildings currently under construction.
Green building development addresses not only energy efficiency but also soil water retention, ecological conservation, landscaping, indoor environmental quality, and sustainable water management.
NTHU continues to promote low-carbon, energy-efficient, and environmentally responsible buildings through new construction and improvements to existing campus facilities.
5. Continuous Improvement and Net-zero Development
NTHU is committed to achieving net-zero greenhouse gas emissions by 2050 and continues to promote building energy efficiency and campus-wide energy conservation measures.
The university will review its energy efficiency approaches for new construction and renovation projects in response to developments in domestic building regulations and green building assessment systems.
Through energy management, equipment upgrades, and sustainability reporting, NTHU aims to strengthen the environmental performance of campus buildings.
By integrating project management, green building development, and continuous energy efficiency improvements, the university seeks to establish a sustainable campus that balances energy performance, carbon reduction, ecological conservation, and occupant well-being.
