Taiwan has reached another major milestone in transportation carbon reduction. The country’s first Taiwan Electric Vehicle Charging Station Carbon Credit (TEVCS) project, led by Sun Wei Zhi Asset in collaboration with the Kaohsiung City Government, National Tsing Hua University, and EV charging station operators, officially announced its results today (the 30th). The project is not only currently Taiwan’s only carbon-reduction project that has applied for and successfully obtained registration under Verra, but is also expected to further expand the development of transportation carbon credits and carbon assets in Taiwan, laying the groundwork for the export of related technologies and expansion into international markets.
At the same time, Sun Wei Zhi Asset hosted a sustainability forum under the theme “A New Engine for Transportation Net Zero: Advancing into the Green Era of Carbon Credits.” The forum brought together representatives from industry, government, and academia, including Chen Li-Pai, founder of Sun Wei Zhi Asset and chairman of A-DATA Technology; Chang Jui-Hun, Director-General of the Environmental Protection Bureau of the Kaohsiung City Government; Fan Chien-Te, Dean of the College of Sustainability at National Tsing Hua University; and Chang Hsueh-Kung, former Director of the Center for Advanced Transportation Studies at the University of Taipei. The participants discussed how carbon-reduction achievements can be transformed into tangible value for industrial transformation and urban development, covering topics ranging from carbon-credit verification and urban transportation net-zero strategies to electrification, last-mile transportation, and smart green-energy ecosystems.
Public-Private Collaboration to Use Carbon Assets to Support Low-Carbon Transportation
According to Su Yung-Hsiang, CEO of Sun Wei Zhi Asset, the project was launched at the end of 2024. Through collaboration among public-sector agencies, academic institutions, and businesses, the project went through multiple stages, including stakeholder engagement, data collection, project design, and Verra review. These efforts have gradually established practical capabilities for aligning Taiwan’s local carbon-reduction initiatives with international standards. The project successfully obtained Verra registration in July 2026, making it Taiwan’s first case of industry-government-academia collaboration in developing transportation carbon credits.
Fan Chien-Te, Dean of the College of Sustainability at National Tsing Hua University, spoke under the theme “Witnessing the Implementation of a High-Quality Carbon Credit Project.” He explained the significance of the project within Kaohsiung’s carbon-credit strategy. Through public-private collaboration, carbon pricing can become an economic incentive for promoting low-carbon investment. Once transportation carbon-reduction achievements can be measured and verified and subsequently gain market value after meeting applicable standards, future carbon-credit revenues may have the potential to support the deployment and operation of charging infrastructure, improve investment conditions for low-carbon transportation, and encourage more companies to participate in the net-zero transition.
Chang Hsueh-Kung, Director of the Center for Advanced Transportation Studies at the University of Taipei, addressed the “Strategies and Challenges of Urban Transportation Net Zero.” He emphasized the importance of transportation carbon reduction to net-zero policies. The Taiwan Electric Vehicle Charging Station Carbon Credit (TEVCS) Project, which converts transportation carbon-reduction achievements into carbon credits, represents an important potential driver of the net-zero transition.
Extending ESG Benefits from Taiwan’s Hardware and Software Integration to Product Exports
The project also integrates charging-station equipment with an online data-management platform, supporting the integration of Taiwan’s hardware and software capabilities. For the charging-station industry, this experience can help expand its role beyond equipment manufacturing into charging services, data governance, and carbon-reduction performance management, thereby creating more comprehensive application value for its products.
Dean Fan Chien-Te pointed out that if Taiwan can transform the project development and verification experience accumulated domestically into service capabilities that can be adopted by overseas markets, it could potentially strengthen the competitiveness of Taiwan’s charging-station product exports in the future.
The resulting ESG spillover benefits may include helping overseas customers promote low-carbon transportation, enhancing the transparency of carbon-reduction information, and encouraging supply chains to invest in sustainable innovation. However, the relevant outcomes still need to be evaluated separately according to local conditions and applicable methodologies in each market.
Leveraging Technological Capabilities to Participate in the Voluntary Carbon Market and Build Carbon Asset Management Expertise
From a national development perspective, the project demonstrates a concrete pathway for Taiwan, as a high-tech economy, to participate in the voluntary carbon market. By leveraging Taiwan’s existing capabilities in manufacturing, power electronics, information and communications technology, and system integration, Taiwan can proactively develop high-quality technology-based carbon-reduction projects and gradually establish itself as an international carbon-market project developer, technology provider, and professional services provider.
This practice can help Taiwan accumulate experience in quantifying carbon-reduction achievements and developing carbon assets, while building capabilities spanning methodology application, monitoring, reporting and verification (MRV), registration, trading, and risk management.
The significance of strengthening Taiwan’s carbon-asset policies lies in building domestic capabilities in carbon-reduction project development and management. The carbon credits generated by this project are expected to be managed in accordance with their ownership rights and applicable regulations.
High-Quality Projects to Drive Quality Green Employment
As the project continues to advance, carbon-credit development is also expected to increase demand for cross-disciplinary talent, including professionals in transportation and energy engineering, charging-infrastructure operation and maintenance, data analysis, carbon accounting and verification, project management, as well as regulatory, financial, and carbon-asset management fields.
Through industry-government-academia collaboration and practical training, the initiative could create more professionally oriented and promising green employment opportunities for young people and career changers, extending the benefits of the net-zero transition to local talent development.
The forum also featured sessions on “Global Urban Transportation Net-Zero Strategies and Challenges,” “Next-Generation Green Mobility: The Future of Electrification, Smart Transportation and Last-Mile Mobility,” and “From Green Electricity Integration to a Smart Green-Energy Ecosystem.” The event concluded with a trend discussion titled “The Next Step for Green Transportation—When Carbon Reduction Starts Creating New Value,” connecting the transformation needs of the carbon market with those of the transportation, energy, and logistics industries.
Sun Wei Zhi Asset stated that it plans to launch the verification process in the fourth quarter of 2026, with the goal of obtaining the issuance of Verra carbon credits in the second quarter of 2027.
Project registration represents an important stage. Going forward, the company will continue to build market confidence through actual carbon-reduction performance and data quality. Building on the collaborative experience with the Kaohsiung City Government, Sun Wei Zhi Asset hopes to expand the development opportunities for transportation net zero, low-carbon technology exports, and carbon-asset management in Taiwan.
