Witnessed by Deputy Minister Yen-Ju Hsieh of the Ministry of Environment, the College of Sustainability at National Tsing Hua University (NTHU) and the Faculty of Agricultural Sciences at the National University of Asunción (UNA) in Paraguay recently signed a Memorandum of Understanding (MOU). The two institutions will further establish a collaborative platform for talent development and academic and research exchange between Taiwan and Paraguay. Through joint courses and research projects, workshops, field-based learning, student and faculty exchanges, and practical collaboration, the two sides will promote cooperation in areas including climate action, ecosystem conservation, biodiversity, sustainable production, and nature-positive development. The partnership will strengthen the connection between academic knowledge and practical applications while laying a more concrete foundation for cooperation in environmental governance and the exchange of sustainability professionals.

The MOU was signed by Dean Chien-Te Fan of NTHU’s College of Sustainability and Dean Jorge González of UNA’s Faculty of Agricultural Sciences. Dean Fan noted that Taiwan has continued in recent years to strengthen talent development needed for its net-zero transition, and that NTHU has also participated in the Ministry of Environment’s initiatives to develop net-zero and green-collar talent. Through the signing of this MOU, the two institutions can further integrate Taiwan’s existing experience and educational resources with Paraguay’s practical needs. Professional training in areas such as climate change, greenhouse gas management, and sustainable development will be incorporated into future exchanges, helping cultivate the green-collar professionals needed in Paraguay.

The Ministry of Environment stated that this collaboration is also an important outcome of efforts to promote youth and academic exchange under the 12 environmental governance action plans between Taiwan and Paraguay. By establishing a collaborative platform between the two universities, the partnership will further expand opportunities for young Paraguayans to study in Taiwan, as well as exchanges among students, faculty members, and researchers from both sides. It will also extend intergovernmental cooperation in environmental governance to the fields of higher education and academic research. With the signing of the MOU, the two institutions look forward to combining the resources and expertise of the governments, universities, and research institutions of both countries to promote two-way exchanges among young people and professionals, while continuing to deepen the Taiwan-Paraguay partnership in climate action, talent development, and related fields.
