Under the influence of the Hsinchu Science and Industrial Park, Hsinchu's economic level is getting higher and higher, and the gap between urban and rural areas and income is gradually widening. The team of National Tsinghua University, which has been cultivating in Hsinchu County's Hengshan District for a long time, announced the establishment of the urban-rural sustainable living cooperatively "Ten Mile Square Circle" (十里方圓), which focuses on the local area and gathers producers and consumers around Hsinchu to build a pipeline between local production and urban consumption needs to meet the needs of both sides and create a sustainable life together. The concept has been well received and over 100 people have participated.

Prof.Fu-ren Lin(林福仁), Executive Associate Dean of National Tsinghua University and Chairman of the Regional Innovation Center, observed that the convenience of urban life in Hsinchu Science and Industrial Park and the need for daily necessities come from far away. However, microeconomic activities such as small-scale agricultural production and crafts are what carry the vitality of the local economy and continue the local cultural tradition.

The Ministry of Finance released the latest comprehensive income tax statistics, and the richest villages in Taiwan, in terms of median, are all located in Hsinchu, and Guanxinli in Hsinchu City, which is known as the hub of the "new rich in Zhuke", is the third in a row.

The median income was $2.206 million in 2014, while the median income was $518,000 in Heng Shan Neiwan, Chu County, a difference of 3.3 times; in 2020, Guanxinli has grown to $2.492 million, while Neiwan has dropped to $310,000, a gap of 7 times. In the new crown pneumonia epidemic, the performance of each industry is different, and Hsinchu has two situations inside and outside of the Chukko circle, people inside the park are richer and those outside are poorer.

According to Lin's analysis of the data, the biggest concern is that high income consumption does not necessarily contribute to sustainable development in the region. Urban development increases the income level of residents, but does not benefit the surrounding towns and villages, and even weakens the village economy.

In this regard, Fu-ren Lin pointed out that the development of urban and rural areas in Hsinchu is unbalanced, and the efforts of small farmers in the villages are rarely seen.

The cooperative is named "Ten Mile Square Circle," and Fu-ren Lin says he hopes that in the future, the needs and supplies of life will be visible. For example, the peach harvest in Hsinchu is in full bloom, and the cooperative can help peach farmers get their peach on the shelves.
