Abstract/Objectives
In response to the rapid changes in the socio-economic environment, to strengthen the university's USR (University Social Responsibility) and its effectiveness in social practice, and to address the caregiving needs of public officials arising from the trends of aging populations and declining birth rates, this plan establishes a system for managing attendance and duties through "remote work." Utilizing information technology, this approach aims to make efficient use of human resources within the organization, promote work-life balance for employees, and create a family-friendly workplace environment.
Results/Contributions

I. Purpose:

In response to the rapid changes in the socio-economic environment, to strengthen the university's USR (University Social Responsibility) and its effectiveness in social practice, and to address the caregiving needs of public officials arising from the trends of aging populations and declining birth rates, this plan establishes a system for managing attendance and duties through "remote work." Utilizing information technology, this approach aims to make efficient use of human resources within the organization, promote work-life balance for employees, and create a family-friendly workplace environment.

 

II. Applicable Subjects: This plan applies to public officials and contracted employees (excluding acting personnel) involved in executing the USR project and local practice projects who meet at least one of the following criteria:

1. They need to work outside the office in locations that are more conducive to social practice due to project-related public duties, to maximize work effectiveness.

2. They have previously suffered from serious illnesses and have returned to work, but still face difficulties performing their duties in the office.

3. They have physical disabilities or mobility issues that require the use of personal assistive devices outside the office to maximize their work effectiveness.

4. They are raising children under 3 years old with special caregiving needs and it is more appropriate for them to handle official duties at home.

5. They or their spouse's direct-line relatives are over 65 years old and have serious illnesses requiring caregiving.

6. Other special circumstances, as deemed appropriate by the unit supervisor, that justify handling official duties at home.

 

III. Implementing Unit: National Tsing Hua University Regional Innovation Center

 

IV. Contents of Remote Work Attendance Management:

1. Without affecting the normal promotion of business, the unit supervisor may plan for eligible personnel, as per the second point, to work in appropriate locations (including their homes) based on business needs and staffing arrangements, and to implement this after approval.

(2) During the period of remote work, employees should return to their unit to work at least 2 days every 2 weeks.

 

V. Supporting Regulations:

1. Employees should use computer equipment and network facilities that comply with the university's information security regulations, and effectively use communication tools or software to maintain real-time communication during the university's core working hours (such as mobile phones, communication apps). However, the university will not provide laptops or mobile phones.

2. If office supplies are needed for remote work, they must be requested according to regulations and noted for remote work use.

3. Remote work must be pre-approved, and during the implementation period, except for urgent tasks, employees may not apply for overtime.

 

VI. This plan may be amended and supplemented as necessary.
