We bewared two problems. One is how to activate the industries in the old urban and peripheral areas in order to revitalize the economy and reduce the wealth gap that has gradually widened after globalization. The other is to consider future urban development trends and include them in the software park "Hsinchu Science Park X" that is being planned by the city government and Hsinchu Science Park Administration. It aims to invite future generations of engineers cross different domains to engage with the project, and at the same time to align with our original culture in the old town. The cooperation of experimental base's members in the fields of innovation, new agriculture, etc. allows them to start to think about the meaning of "peacefulness and ease" and encourages to express those values in a smart way.
We have two approaches to realize the goals:
- Introduce the resources (human, capital, technology, etc.) of the East District to revitalize commerce, new ventures, agriculture and fisheries in the old town and urban fringe areas, strengthen the economic energy of this area, increase income and alleviate the wealth gap.
- Try to transfer the resources from East District to the marginal areas. We also activate the cultural, agricultural, ecological and other resources in the old town and marginal areas. We introduce new immigrants from the East District to the border areas. Not only do we need their capital, technology and manpower but we also hope that these new immigrants who specialize in technology could reside in the old town or the fringe areas and enrich themselves with valuable resources in these areas. Next, they will gradually get to know Hsinchu, then generate recognition for the city and attract more software talents willing to settle in there.
