Abstract/Objectives
Recently, places were gazed changeably. In the past, researchers were focused on issues of sustainability or vulnerability; nowadays, they pay more attention on resilience theory as a third way because of unchangeable global development. The study will examine this within the context of resilience theory (the need to adapt to change) and place making (policies and actions made visible in the island landscape). We then take a resilience perspective in which indicators of stability, recovery and transformation are explored through the tourism placemaking (top-down) and place-making (bottom-up) policies and tools proposed by Lew (2017). Cimei in Penghu islands would be the studying site. It owns the industries of agriculture and fishery, as well as tourism, but its current residents still emigrate outside. The local developer and actor hope to do aggressively. Following literature review as the focus in the initial stage, the project then conducts contextual analysis, field survey, and in-depth interview for analysis on adaption and resistance of island. To realize the present development in Cimei and to build up the internet platform are the main works in the first studying year. Evaluating the online participation to island transformation and rethinking the resilience theory are the missions in the second year. The expected achievements include: 1. Current resilience development and context in Cimei would come from place making. 2. Online participation would be evaluated on the level of spatial restriction in Cimei island. 3. Promotion strategies would develop from resilience theory and critical theory in Cimei case. 4. Rethinking would be emancipatory from dualism to duality between “global vs. local”, “structure vs. agency”, and “outsiders vs. insiders”, etc...
Results/Contributions

(1) Holding "See. Cimei 2.0" forum and workshop

Including local public and private sectors, local organizations (such as Cimei Social Enterprise & Island Pingfang, About Penghu Islands, Community Development Association, etc.), professionals, tourists, etc., make the solution of Cimei Island and lead Cimei Island to find possible future paths.

(2) Formulating new marketing strategies

FB and IG (Instagram) are fan pages, as a new channel to enhance the interaction of relevant people. The statistics of the number of followers in the future will be one of the main observations.

(3) Transferring the mode of operation

Transfer the mature network operation power to local societies and organizations, so that the island's innovation, through new marketing strategies and platforms, builds a bridge to communicate with the world.

(4) Consultation on Island Resilience Thinking

This research allows residents to discuss the three connotations of resilience—stability, resilience, and transformation. Aside from the familiar dualism of the past, through paradigmatic dialectics, negotiation, and creation, it has the opportunity to provide a third way for the future development of Cimei Island.
