Resilience-Oriented Social Innovation for Developing Sustainable Ecosystems in Townships

The Resilience Research Center serves as a resilience research platform within and outside National Tsing Hua University, facilitating interdisciplinary collaboration on resilience issues that are analyzed from four distinct units: individual, enterprise, society, and country. Each aspect of inquiry connects with professional research teams in their respective fields. In the area of social resilience, the research team adopts a service science perspective and service design research methods, collaborating with public and private sectors in Beipu Township, Hsinchu County. They invited local organizations to participate in two rounds of roundtable discussions to gather local concerns regarding sustainable development in Beipu, as well as visions and actions for the township's sustainable future. After consolidating and organizing the perspectives and opinions of participants, the research team developed resilience township indicators using Beipu as a case study. There are five major themes, 13 dimensions, and 32 indicator items, as illustrated in the accompanying figure, dedicated to the social practice of resilience in Beipu Township. Through resilience-oriented service innovation empowerment activities developed in this project, on-site visits to organizations were conducted to assist in calibrating organizational resilience actions and resilience indicators, reporting resilience outcomes, and promoting the development of innovative service solutions by various organizations in Beipu to obtain certification for resilience township indicators. In 2023, the research team conducted resilience case studies on different types of organizations in Beipu Township, including: Beipu Township Office (public sector), Nampu Community Development Association (public sector community), Jiang Axin Educational Foundation, Long Yingzong Literary and Arts Education Foundation (museum), and Beipu Township Farmers' Association (civil organization), officially announcing the “Resilience Township Indicators.” Additionally, during the 2023 Social Resilience Forum, a joint action plan was advocated with the Beipu Township Office: to make Beipu the first resilience township in Taiwan.
