Abstract/Objectives
This project builds upon the 2023 focus on rural resilience in Taiwan, centering on resilience-oriented social innovation to develop sustainable township ecosystems. Grounded in service science and action design, the research views townships as complex and dynamic service ecosystems. Through collaboration with local organizations, the project advances the development and refinement of the Township Resilience Indicators (TRIs) in response to the social and industrial challenges brought by the pandemic. In 2024, the project continues its deep engagement in Beipu Township, Hsinchu County, integrating service design, action research, and curatorial practices to translate academic knowledge into actionable strategies for sustainable development. The outcomes of the TRIs are further translated into a public exhibition—“Resilient Township – Sustainable Tourism Exhibition of Hakka Settlements in Beipu, Hsinchu”—showcasing research achievements within the local context.
Results/Contributions

1. Research Perspective and Methodology

  • Townships are viewed as dynamic service ecosystems and actor networks. Grounded in service science and design research, the approach emphasizes resource discovery and value co-creation.
  • The interdisciplinary team consists of experts in service design, action design, sociology, history, and entrepreneurship management, conducting practice-based research through iterative cycles.

2. Field of Practice and Collaborative Partners

  • The team continues its local collaboration and social engagement in Beipu Township, Hsinchu County, working with both public sectors and community organizations.
  • A total of seven partner organizations are involved: Long Ying Zong Literary Memorial Museum, Chiang A-Hsin Education Foundation, Nanpu Community Development Association, Nanwai Community Development Association, Shuichi Community Development Association, Beipu Township Farmers' Association, Beipu Township Office.

3. Refinement of the Township Resilience Indicators (TRIs)

  • The TRIs span five key themes—Education and Culture, Culture and Business, Social Inclusion, Economy and Environment, and Governance—with 13 dimensions and 32 indicators in total.
  • To address issues of health and community vitality, a new dimension on Community Health was added, including specific indicators such as Enhancing the physical and mental well-being of community residents, Promoting the development of active interpersonal networks.

4. Knowledge Translation and Exhibition Activities

  • Research outcomes on TRIs are translated into a special exhibition titled:“Resilient Township – Sustainable Tourism Exhibition of Hakka Settlements in Beipu, Hsinchu.”
  • Exhibition Period: December 26, 2024 to February 28, 2025
  • Location: Deng Nan-Guang Memorial Museum, Beipu
  • The exhibition features the following themes: Resilience and Sustainability, Origins of the Exhibition, Pandemic Impacts and Resilience Responses, Exploring Sustainable Tourism Pathways in Beipu, We Are Beipu: A Living Museum, Epilogue: Township Resilience Indicators.

5. Social Impact and Potential for Broader Outreach

  • This special exhibition serves as a platform for knowledge translation, linking academic research with local development needs, and strengthening public-private cooperation and community participation.
  • It showcases CRR's research achievements from 2022 to 2024 and highlights the potential for applying TRIs in other townships.
  • Through resilience storytelling, the exhibition invites both residents and visitors to explore sustainable development, contributing to new models of co-creation and governance in rural futures.
