This study examines the learning effectiveness of the general education course "Civil Society and Constitutional Democracy" by implementing Project Citizen activities and rubrics with university students. Project Citizen, a civic education program, encourages students to investigate and choose significant public issues in their community. This process facilitates the development of their civic literacy and provides learning opportunities designed to positively impact civic development. This teaching practice research consists of three basic components of democratic citizenship: Act of Parliament, Active of Civic Literacy and Action of Project Citizen. The aim of this project is to identify which activities and instructional practices most influenced the civic literacy and efficacy development.

Abstract/Objectives
This course provides an introduction to the constitutional separation of powers. Topics to be covered include the theory, development and practice of judicial review, the power of, and limitations on, judicial power, counter-majoritarian diffculty, political question doctrine, the allocation of powers among the legislative, executive, and judicial branches, judicial involvement in transitional justice and the role of the Constitutional Court of R.O.C.(Taiwan) .
