Abstract/Objectives
The science park policy in Taiwan has greatly influenced the country's technological and economic growth. However, it has also caused social and environmental issues, impacting urban-rural relations. In Hsinchu Science Park, social needs have been overlooked for 40 years, prompting a call for a shift towards prioritizing human values, environmental protection, labor rights, and local communities' well-being. Since 2022, Tsinghua University has partnered with enterprises in the Hsinchu Park to promote Environmental, Social, and Governance (ESG) practices, aiming for co-prosperity in the Greater Hsinchu area. This partnership seeks to improve urban-rural imbalances, foster technological innovation, and address the settlement of technology immigrants. The collaborative effort involves investigating enterprise strategies, studying the experiences of technology immigrants, establishing a platform for ESG promotion, and transitioning towards net-zero carbon emissions through blockchain technology.
Results/Contributions

The science park policy has had a profound impact on Taiwan, making enormous contributions to the country's technological and economic development. However, this development model has also led to significant social and environmental impacts on neighboring counties and cities, affecting urban-rural relations. In terms of society, environment, and sustainable governance, Hsinchu Science Park has neglected social needs over the past 40 years. There is a demand for a change in the technology industry model to prioritize human values, environmental protection, labor rights, as well as towns' and local communities' common living circles.


Since the 111th year of the Republic of China (2022), Tsinghua University has extended its sustainability efforts from the campus to the Greater Hsinchu area, collaborating with enterprises in the Hsinchu Park to promote ESG (Environmental, Social, and Governance) in the park, aiming for the vision of the "Greater Hsinchu Park Co-prosperity Circle." This initiative has facilitated the connection and cooperation between Hsinchu Science Park enterprises, private groups, and university USRs to create an integrated value system that addresses "improving urban-rural imbalance, technological innovation transformation, and settling of technology immigrants," forming an interconnected and mutually reinforcing mechanism as illustrated in the diagram below.


Within this project framework, the first sub-project focuses on park zone enterprises, primarily investigating the talent and technological innovation strategies of these enterprises; the second sub-project focuses on technology immigrants, specifically studying the life world and local connections of technology immigrants. The two sub-projects respectively delve into the current situation and potential mechanisms and models of collaboration with private groups and university USRs in relation to Hsinchu Science Park enterprises and technology immigrants. The third sub-project focuses on establishing a collaborative platform between private groups, university USRs, and Hsinchu Science Park enterprises to promote ESG in the park and improve the urban and rural environment of Greater Hsinchu. The fourth sub-project aims to facilitate Hsinchu Science Park enterprises' transition to net-zero carbon emissions by introducing blockchain traceability technology for carbon rights partition and tracking, thereby strengthening ESG corporate responsibilities.
