Abstract/Objectives
EU’s climate change policy is the recent policy drawn global attention. In addition to the EU’s 20-20-20 targets by 2020 in emission reduction, renewable energy development and energy conservation, EU adopts comprehensive measures to reach new 2030 targets. To respond to such global trend, Taiwan promulgated GHG Reduction Act in 2025 and followed the EU to set up emission trading scheme(ETS). However, such ETS has never been implemented. Since March 2020, EU began to promote the new scheme of carbon border adjustment mechanism (CBAM),, which would influence the no-carbon-price countries or economies (such as Taiwan). The main purpose of this course is to lead the students to under the EU ETS scheme and help Taiwan to face such a global challenge.
Results/Contributions
At the beginning, this course began with the introduction of GHG Reduction Act of 2015 of Taiwan with a view to making students to real the general legal and policy framework of climate change and global warming. Latter on, the professor assigned the reading and discussion material of EU ETS handbook, 2019 and 2020 implementation report of EU ETS. Along the discussion, some updated info on the current carbon market price at the covid-19 time, CBAM, green finance measures at the covid-19 time, is further discussed. At the time of course period, the Environmental Protection Agency of Taiwan happened to publish the draft of GHG Reduction Bill, which would provide valuable materials for students to deliberate and discuss.
