Relationships with regional NGOs and government for SDG policy
Results/Contributions

Tsing Hua College:

The university maintains strong partnerships with regional governments and non-governmental organizations (NGOs) to support the development and implementation of Sustainable Development Goals (SDG) policies.

Through its research centers and academic experts, the university contributes to identifying sustainability challenges, formulating strategies, and providing policy recommendations. Examples include:

  • Collaborating with local government on “Low-Carbon Campus and Community Energy Transition” initiatives, offering data analysis and strategic guidance;
  • Partnering with environmental and social NGOs to co-develop “Education for Sustainability and Community Learning” programs;
  • Participating in regional sustainability councils and contributing to annual SDG monitoring and reporting processes.

These initiatives demonstrate the university’s active role in regional SDG policy development and adaptive management.


Office of Global Affairs, OGA:

  1. National Tsing Hua University is a member of the Association of East Asian Research Universities (AEARU), Southeast and South Asia and Taiwan Universities (SATU). We recommend attendees to participate in the annual meeting to interact with universities to facilitate the strategy of global engagement.
  2. Tsinghua International Youth Ambassador (TIYA) Program was launched in 2019. It recruits current students of Tsing Hua University to serve as youth ambassadors, introducing our beautiful campus to guests from various countries and backgrounds. TIYA’s main duties including school’s & Taiwanese history & value sharing, school tours and sustainable events & workshops hosting. As the visitors are from businesses, governments, and schools, it is the great opportunity for our students to learn and exchange ideas while serving people from all over the world. Additionally, it enhances the good impression of Tsing Hua University.
  3. In collaboration with the HLH Social Welfare Foundation, Tsinghua University has arranged for international students who are recipients of the "Taiwan Huayu BEST Program" scholarship to serve as English teaching volunteers at elementary schools in rural areas. This initiative aims to enhance rural students’ affinity for the English language through interaction with international students, thereby increasing their motivation to learn.


Secretariat:

Yes. On November 19, 2024, the Ministry of Environment and National Tsing Hua University signed a MOU on the “Sustainability Professional Training Program,” joining forces to promote sustainability education and training. The MOU was signed by Minister of Environment Chi-Ming Peng and President W. John Kao of NTHU. This represents not only a concrete step in combining the capacity-building efforts of higher education institutions, but also a model for cultivating sustainability talent in Taiwan with a global vision.

In the past, NTHU has provided the Ministry of Environment with professional support in areas such as environmental law and international climate conventions. Through this MOU, NTHU will leverage its expertise in global engagement, policy-making, and cross-sectoral collaboration within the sustainability field.


College of Engineering:

Many faculty members at our institute have long served as members of committees related to the central and local governments, including review committees for various development projects. Through these roles, they are directly involved in the formulation of government policies and sustainable development goals, providing expert advice and professional knowledge to help address pressing issues.

Our faculty members are also engaged in research projects such as AI-assisted microstructure gas sensing for breath VOCs analysis in collaboration with the National Taiwan University College of Medicine, as well as the development of particulate matter sensors. Their work contributes to the prevention and research of air pollution, climate change, and other related environmental issues.


College of Technology Management :

In 2022, our institute implemented the Preliminary Assessment Project on Participation in International Mitigation Cooperation Mechanisms under the Paris Agreement. 

During the research process, the project team engaged extensively with industries and key stakeholders, including the Taiwan Climate Partnership, the Taiwan Institute of Sustainable Energy (TAISE), and Taiwan Carbon Capture Storage and Utilization Association(TCCSUA). The project incorporated these stakeholders’ feedback into recommendations for legislative amendments and subsequent carbon trading frameworks. 

One of the most tangible outcomes was the removal of the original restriction limiting the use of overseas carbon credits to one-tenth of total compliance obligations.

Additionally, this project supported the university’s nomination for the Outstanding Academia-Industry Cooperation Award organized by the Chinese Institute of Engineers (CIE). As a result, the university was honored as an Outstanding Academia-Industry Cooperation Institution for the 2023 fiscal year.

A faculty member from our institute currently serves as the Convener of the Public-Private Partnership and International Cooperation Committee under the Taiwan Climate Partnership . 

Established in 2022 by eight leading Taiwanese technology enterprises—AUO, Delta Electronics, TSMC, Microsoft Taiwan, Lite-On Technology, Acer, Pegatron, and ASUS—the Alliance aims to lead decarbonization across industrial supply chains. 

Through global advocacy and international collaboration, it seeks to demonstrate Taiwan’s industrial capacity and collective commitment to creating sustainable value.

Our institute has long collaborated with the Ministry of Environment (MOENV) on academia-industry cooperative projects, contributing to legislative development and policy design aligned with industrial needs. 

In executing the aforementioned project, the research team worked jointly with the Green Energy and Environment Research Laboratories (GEL) of the Industrial Technology Research Institute (ITRI) and the Chung-Hua Institution for Economic Research (CIER), forming a comprehensive multi-sector partnership among government, academia, research institutions, and industry.

The project’s research findings were directly incorporated into the latest amendment of the Climate Change Response Act—particularly Articles 4, 13, 25, and 27, as well as Articles 34–36—thereby playing a pivotal role in strengthening Taiwan’s legal framework for implementing its net-zero transition and carbon reduction targets.

 International Conference Participation

In August 2025, a faculty member from our institute participated in the Nordic Conference on Law and Gender 2025 held at the University of Copenhagen, Denmark (August 28–29, 2025), and presented the paper titled:

“Reimagining Data Governance through Data Commons: A Gender-Responsive Perspective.”

This international presentation aligns with SDG 5 (Gender Equality), SDG 10 (Reduced Inequalities), and SDG 16 (Peace, Justice, and Strong Institutions). The 2025 conference was particularly significant, celebrating both the 150th anniversary of women’s admission to the University of Copenhagen and the 50th anniversary of the Nordic Women Jurists’ Annual Conference.

The event centered on three main themes:

Artificial Intelligence, Automation, and Gender

In her paper, Professor Hung Chun-Chi explored how data commons governance structures can be designed to ensure equal inclusion of minority and gender perspectives. The study emphasized how data governance through data commons can serve as a genuinely democratic mechanism that upholds diversity, equity, and inclusion in the digital era.

Associate Professor Yi-Li Lee participated in one transnational project jointly organized by the Spanish NGO organization titled “International Catalan Institute for Peace” and the Faculty of Law at the University of Barcelona of Spain. The project, titled Constitutions for Peace: The Role of Constitutional Changes in Promoting Coexistence and Social Reconstruction in Societies in Transition. 

Within the framework of transitional constitutionalism, this project brings together constitutional scholars and experts from different countries to explore how various social groups interact and coexist in societies transitioning toward peace, and how these interactions may be constitutionalized and institutionalized. At the same time, it also examines the conditions and challenges of implementing constitutional institutions in transitioning societies. The project is closely aligned with SDG 16 (Promote peaceful and inclusive societies for sustainable development, provide access to justice for all and build effective, accountable and inclusive institutions at all levels). Its outcomes not only provide recommendations for relevant constitutional arrangements but also propose specific practical steps for implementation.


Office of Alumni Service and · Resources Development:

The Alumni Association and Alumni Center primarily focus on connecting alumni, supporting students, and promoting campus–community engagement. We do not directly participate in national or regional SDG policy development with governments or NGOs. However, we contribute indirectly by organizing related events and supporting alumni and student initiatives that promote the values and spirit of the SDGs.
