Abstract/Objectives
With the development of mobile phone-mounted geographic tools, mountain recreation participants are more and more capable of becoming the supplier of geographic information for mountaineering in this blank mountain, assisting in the revision and sharing of mountaineering information, and enriching the lack of previous mountain forest information. In the face of the upcoming executive Yuan’s mountain forest opening policy in 2020, this research aims to introduce the concept of Volunteered geographic information (VGI), to explore the information sharing and concerns of mountain tourists in the past in high mountains, and how to use it. The effectiveness of mutual communication is improved by the mobile phone geographic device, and it is analyzed and discussed from the theory of the public participation geographic information system.
Results/Contributions

This research mainly focused the platform of The Taiwan TOPO (Rudy Map) for the research tool. With the open characteristics of OSM map data and the highly renewal frequency and attracted. By 2020, promote the implementation of sustainable management of all types of forests, halt deforestation, restore degraded forests and substantially increase afforestation and reforestation globally the most popularly used by mountain recreational people, Rudy Map presents the citizen's sense of scientific autonomy in Taiwan. In this study, in addition to understanding the community-citizen relationship revealed behind the trail data and linking it to the impact of social policy, the civics frameworks proposed by scholars (Bonn et al. 2018) has been applied to demonstrate their innovation in society, science, and policy related to mountain trail management. This project implements SDGs 12, 13, 15. Among them, especially "Target 15.4 By 2020, promote the implementation of sustainable management of all types of forests, halt deforestation, restore degraded forests and substantially increase afforestation and reforestation globally", as the main subject of obedience. The results have shown the rise of voluntary geographic information in Taiwan’s mountains as a case study to promote the extension of citizens’ will and achieve the use and understanding of mountain trail resources and linking the policies to achieve the effectiveness and sustainability of the management of mountain recreational resources.
