清華大學秉持平等且反歧視的原則,在各項政策制定上不因種族、宗教、身心障礙、移民或性別而受到限制,並歡迎有興趣的學生與公眾參與本校教育活動,以確保校園社群的多元性及包容性。
清華大學致力於保持多元性、包容性和學術卓越的文化,期望透過多元招生管道建構一個反映區域平衡、社會經濟地位和族裔多元的校園,確保公眾的人權及受教權。針對中低收入、弱勢學生、身心障礙者、原住民、新住民及特殊境遇家庭學生等族群,提供多項資源支持,以減輕其經濟負擔。為協助特殊需求學生適應校園生活,順利完成學業,清華大學成立資源教室,提供特殊教育需求學生適切且適性的支持計畫。同時,為落實性別平權觀念,設置「性別平等教育委員會」,制定多項法規與辦法(分別於2023年及2024年修改通過),有效落實性別平等。
此外,清華大學於2016年成立「原住民族學生資源中心」,並設有「原資中心諮詢委員會」,持續推展原住民族教育工作,營造尊重多元文化與友善支持的校園環境。
NTHU upholds the principles of equality and non-discrimination, ensuring that no individual is restricted or disadvantaged on the basis of race, religion, disability, immigration status, or gender in any aspect of institutional policy-making. NTHU welcomes all interested students and the public to participate in its educational activities.
NTHU is committed to maintaining a culture of diversity, inclusiveness, and academic excellence. Through diversified admission pathways, we strives to build a campus that reflects regional balance, socioeconomic diversity, and ethnic pluralism, thereby safeguarding human rights and the right to education for all. NTHU provides various forms of financial and academic support for students from low-income or disadvantaged backgrounds, as well as for those with disabilities, Indigenous heritage, immigrant backgrounds, or special family circumstances, in order to alleviate financial burdens and promote equitable access to higher education.
To assist students with special educational needs in adapting to campus life and completing their studies successfully, NTHU established the Resource Room, which offers individualized support programs. In addition, to promote gender equity, NTHU established the Gender Equity Education Committee, which has formulated and amended several policies and regulations (most recently revised and approved in 2023 and 2024) to ensure the effective implementation of gender equality across campus.
Furthermore, in 2016, NTHU founded the Indigenous Student Resource Center and established the Advisory Committee for Indigenous Student Affairs to continue advancing Indigenous education, while creating a respectful, multicultural, and supportive campus environment.

NTHU emphasizes fairness, equality, diversity, and inclusion in its admissions and enrollment policies. Through multiple admission pathways, NTHU ensures that students of different races, ages, genders, religions, nationalities, pregnancy or parental statuses, refugee or asylum-seeking backgrounds, and physical or mental conditions all have the opportunity to study, grow, and develop on campus—enjoying equal rights to education and access to resources.
清華大學為支持特殊需求學生全面發展,提供多面向輔導與支持服務,自1994年成立資源教室,目前設有6位專任輔導人員,協助特殊需求學生的生活輔導、課業輔導、心理輔導及生涯轉銜等,幫助學生適應校園生活,順利完成學業。資源教室提供特殊需求學生優先住宿權,無障礙設施亦會根據其需求進行調整。同時,每學期初與特殊需求學生討論個別化支持計畫(ISP),並透過特殊需求通報系統寄發給相關導師與任課老師,以確保學生的學習權益。
NTHU is committed to supporting the holistic development of students with special needs by providing comprehensive counseling and support services. The Resource Room was established in 1994 and is currently staffed with six full-time counselors who assist students with special needs in areas such as daily life guidance, academic tutoring, psychological counseling, and career transition—helping them adapt to campus life and successfully complete their studies.
The Resource Room grants priority housing to students with special needs, and accessibility facilities are adjusted according to individual requirements. At the beginning of each semester, counselors work with students to develop an Individualized Support Plan (ISP). The details are then communicated through the Special Needs Notification System to relevant advisors and course instructors to ensure that students’ learning rights and accommodations are fully protected.

清華大學為提昇教職員工與學生性別平權觀念,消除性別歧視,於2005年設置「性別平等教育委員會」。透過辦理性別平等教育相關活動與課程推廣,宣導性別平權觀念,建立性別平等的安全校園空間,也推動社區有關性別平等之家庭教育與社會教育。同時,清華大學制定「性別平等教育實施辦法」(2024年2月修改通過)、「性別平等工作暨性騷擾防治辦法」(2024年9月修改通過)、「性別平等教育獎勵辦法」(2024年4月修改通過)、「性別平等教育活動補助辦法」(2023年通過),有效提供實質性別平等,維護人格尊嚴。
To enhance gender equality awareness among faculty, staff, and students and to eliminate gender discrimination, NTHU established the Gender Equity Education Committee in 2005. Through organizing educational activities and promoting gender equality–related courses, NTHU advocates for gender equity, fosters a safe and respectful campus environment, and extends gender equality education to the broader community through family and social education initiatives.
In addition, NTHU has formulated and revised several key regulations to ensure the effective implementation of gender equality and the protection of personal dignity, including the “Guidelines for the Implementation of Gender Equity Education” (revised in February 2024), the “Gender Equity and Sexual Harassment Prevention Regulations” (revised in September 2024), the “Gender Equity Education Incentive Guidelines” (revised in April 2024), and the “Subsidy Regulations for Gender Equity Education Activities” (approved in 2023). These measures demonstrate our commitment to providing substantive gender equality and creating a safe, inclusive, and respectful learning environment.

清華大學於2016年成立「原住民族學生資源中心」,提供原住民學生生活關懷、課業輔導、文化活動、社會服務及職涯發展等支持,協助其適應校園生活並提升學習成效。中心設有「原資中心諮詢委員會」,與本校「扶助弱勢就學及輔導推行委員會」及人社院「世界南島暨原住民族中心」相互合作推展原住民族教育工作,營造尊重多元文化與友善支持的校園環境,促進原民學生全面成長。
NTHU established the Indigenous Student Resource Center in 2016 to provide comprehensive support for indigenous students, including personal care, academic counseling, cultural activities, community service, and career development. The center helps students adapt to campus life and enhance their academic performance.
The Advisory Committee of the Indigenous Student Resource Center collaborates with the university’s Committee for the Assistance and Counseling of Disadvantaged Students and the Center for World Austronesia and Indigenous Peoples under the College of Humanities and Social Sciences. Together, these units promote indigenous education, foster a culturally inclusive and supportive campus environment, and encourage the holistic growth of indigenous students.
