Abstract/Objectives
Touqian River Watershed Vision White Paper: In this case, Touqian Creek was introduced to the overall improvement and adaptation planning of the watershed, using climate change risk scenarios as a stress test of the watershed's flood control capacity, defining high, medium, and low risk zones, introducing the concept of risk management, and proposing climate change adaptation behaviors. At the same time, it also considered habitat preservation, waterfront landscapes, aquatic culture, water history, and the creation of natural landscapes in order to enhance the quality of the waterfront environment, and put forward the Touqian Creek Watershed Vision White Paper. The “Touqian Creek Watershed Vision White Paper” is a strategy document for the public sector to create a “resilient flood-carrying, watery environment” as the overall vision. This strategy document is a large-scale public sector project, commissioned by the Department of Water Resources of the Ministry of Economic Affairs and planned by a private professional consulting firm. The Touqian Creek team of the University and local NGO partners were members of the review committee for the plan and the stage results, and participated in the project by actively providing suggestions. Currently, the “Touqian River Adaptation Project” is an extension of this program.

This plan is based on the overall vision of “Resilient Flood Bearing, Watery Environment” revealed in the “Overall Improvement and Adjustment Plan for the Central Pipe Basin (110~115 years)” approved in April, 109, R.O.C., and proposes a vision for the improvement and adjustment of the Touqian Stream Basin in terms of watercourse risk, land flood risk, blue-green network conservation, and waterfront seams, as shown in Fig. 1, which will be continually discussed at the platform meetings during the implementation of the plan. During the implementation period of the program, we will continue to discuss and confirm through the platform meetings, and then feed back to formulate the strategic objectives accordingly. The time scales for short-, medium-, and long-term goals are based on the principles of 5 years for short-term, 10 years for medium-term, and 20 years for long-term.
