Abstract/Objectives

National Tsing Hua University (NTHU) has established the "Gender Equality Education Implementation Regulations" to promote gender equity among its community and eliminate gender discrimination. The regulations define gender equality education as teaching respect for gender diversity and ensuring an unbiased educational environment, free from discrimination based on gender, sexual orientation, or identity. The university commits to equitable admission practices and provides necessary support for disadvantaged students, including pregnant students. Additionally, the regulations address sexual harassment, defining it as unwelcome conduct that affects others' dignity or rights in academic settings. NTHU has instituted specific anti-discrimination and anti-harassment policies, including ensuring gender representation in committees, where no gender constitutes less than one-third of membership. The university also enforces fair employment practices for individuals with disabilities, adhering to legal quotas and promoting an inclusive workplace. These measures reflect the institution's dedication to fostering a safe and equitable environment for all.

National Tsing Hua University Gender Equality Education Implementation Regulations

Chapter 1, Article 1: National Tsing Hua University (referred to as "the University" hereafter) establishes the "National Tsing Hua University Gender Equality Education Implementation Regulations" (referred to as "these regulations" hereafter) in order to promote gender equity awareness among faculty, staff, and students, eliminate gender discrimination, and establish a gender-equal educational environment based on the Gender Equality Education Act.

Chapter 1, Article 2: The following terms used in these regulations are defined as follows:

  1. Gender Equality Education: Refers to education that teaches respect for gender diversity, eliminates gender discrimination, and promotes substantial gender equality.

Chapter 1, Article 3: The University shall not differentiate in admission and enrollment permissions based on gender, sexual orientation, gender characteristics, or gender identity.

Chapter 1, Article 4: The University shall not provide differential treatment in teaching, activities, assessment, rewards and punishments, welfare, and services based on students' gender, sexual orientation, gender characteristics, or gender identity. However, this does not apply to situations where the nature of the activity is specifically suited for a particular gender. The University shall actively provide assistance to students who are in disadvantaged situations due to their gender, sexual orientation, gender characteristics, or gender identity in order to improve their circumstances. The University shall actively protect the educational rights of pregnant students and provide necessary assistance.

Chapter 1, Article 2: The following terms used in these regulations are defined as follows:

3. Sexual Harassment: Refers to one of the following circumstances that does not reach the level of sexual assault: (1) Engaging in unwelcome language or behavior with sexual connotations or gender discrimination, which affects the dignity, learning, or work opportunities or performance of others, through explicit or implicit means. (2) Using sexual or gender-related behavior as a condition for oneself or others to obtain, lose, or diminish their rights related to learning or work.

6.Campus incidents of sexual assault, sexual harassment, or sexual bullying: Refers to incidents where one party is a school principal, teacher, staff member, worker, or student, and the other party is a student.

If a case of sexual harassment occurs, the National Tsing Hua University Gender Equality Education Implementation Regulations Chapter 2, "Prevention and Control of Sexual Assault, Sexual Harassment, and Sexual Bullying," provides principles and implementation methods for handling cases of sexual harassment.

1. Institutionalized Gender Safeguards (Gender Representation in University Committees)

 

To promote gender equality in institutional governance, the university has established a clear requirement for the composition of internal committees: no gender shall constitute less than one-third of the total membership.

 

This rule integrates gender equality directly into the university’s governance and decision-making structure, ensuring that individuals of different genders have equitable opportunities to participate in institutional affairs and express their perspectives. The policy serves as concrete evidence of the university’s commitment to gender protection and inclusive governance.

2. Fair Employment and Non-Discrimination Practices

 

In human resource management, the university implements specific measures to ensure non-discrimination and equal employment opportunities. These measures safeguard the employment rights of persons with disabilities and promote an inclusive workplace environment.

 

Employment quota for persons with disabilities:

The university strictly complies with national regulations requiring a minimum employment quota for persons with disabilities. In addition to meeting the statutory requirement, the university provides accessible office environments and workplace support to facilitate inclusive employment.
