NTHU upholds the principles of equality and non-discrimination. In formulating its policies, the University does not impose restrictions based on race, religion, disability, immigration status, or gender, and welcomes interested students and members of the public to participate in its educational activities. Through these efforts, NTHU seeks to foster a diverse and inclusive campus community. To ensure equitable learning opportunities for relatively disadvantaged groups—including students from economically disadvantaged backgrounds, persons with disabilities, Indigenous students, new immigrants, and students of diverse genders—NTHU has established a range of regulations and policies to safeguard students’ rights to education.
1. Diverse Admission Pathways
To ensure that all students have equitable access to learning opportunities and resources, NTHU offers a variety of admission pathways in addition to general admissions, including Special Talent Admission (the Gleaning Project), the Sunrise Program, and admission examinations for students with disabilities.
The Special Talent Admission (Gleaning Project) provides an opportunity for students who may be unable to enter university through existing admission channels, or who may be comparatively disadvantaged within those channels, but who demonstrate exceptional talents, outstanding achievements or conduct, resilience in overcoming adversity, and a strong motivation to learn. The Sunrise Project provides applicants from relatively disadvantaged socioeconomic backgrounds with opportunities to study at NTHU, together with financial support.
2. Gender Equality
NTHU established its Gender Equity Education Committee in 2005. The "NTHU Gender Equity Education Implementation Regulations" were first approved in May 2012 and were revised and reapproved in March 2024. Through these regulations, NTHU actively develops an educational environment free from gender discrimination and provides support for students who may be disadvantaged because of their gender, gender identity, or sexual orientation.
NTHU also actively safeguards the right to education of pregnant students by providing necessary support and access to scholarship and financial-aid applications. In addition, NTHU offers gender equality-related courses and organizes gender equity education activities to promote awareness of gender equality and create a safe, gender-inclusive campus environment.
In December 2023, NTHU established the "Guidelines for Subsidising Gender Equity Education Activities", followed by the "Regulations on Incentives for Gender Equity Education" in April 2024. These measures encourage faculty, staff, and students to advance gender equity education through concrete initiatives, such as lectures, exhibitions, seminars, and participation in gender equity-related organizations and groups.
3. Academic, Living, Learning, and Career Support for Disadvantaged Students
NTHU has established the Committee for the Support of Economically and Culturally Disadvantaged Students. In 2025, we adopted the "Guidelines for Scholarships and Financial Aid for Economically and Culturally Disadvantaged Students". These guidelines provide support for students facing economic or cultural disadvantage, including students from economically disadvantaged backgrounds, students with disabilities and children of persons with disabilities, Indigenous students, and pregnant students.
Support measures include tuition and fee reductions, scholarships and financial aid, academic tutoring, career guidance, and off-campus internship opportunities. Through these resources, NTHU helps disadvantaged students pursue their studies with greater security and confidence.
4. Indigenous Students
NTHU has more than 160 Indigenous students. To provide them with enhanced resources and support, the University established the Indigenous Student Resource Center in 2016. In 2025, NTHU reviewed the "Guidelines for the Establishment of the NTHU Indigenous Student Resource Center".
In addition to providing tuition and fee reductions and financial assistance, the Center supports Indigenous students in areas including daily life, academic learning, social participation, cultural development, and personal growth, ensuring that Indigenous students receive appropriate care and support throughout their university experience.
The Indigenous Student Resource Center also works closely with the Center for World Austronesia and Indigenous Peoples under College of Humanities and Social Sciences to promote Indigenous education and foster a campus environment that is welcoming and inclusive of diverse ethnic communities.
NTHU’s Special Talent Admission (Gleaning Project) aims to broaden the diversity of university admissions by providing opportunities for students who may be unable to enter through conventional admission pathways or who may be comparatively disadvantaged within those pathways.
